High Level Technical Training on Policy Delivery, Participatory Governance and Accountability St. Kitts and Nevis — Jun 12-13

The regional training on Policy Delivery, Participatory Governance and Accountability was organized jointly with the CDB, the IDB and Compete Caribbean to strengthen the capacity of the CGF Focal Points to deliver the CGF Action Plans and to strengthen the capacity of the private sector representatives to engage with the governments in providing constructive feedback.

A group of 39 stakeholders; 23 from the private sector/civil society and 16 from the public sector from 15 Caribbean countries: Anguilla, Antigua and Barbuda, Bahamas, Barbados, Belize, Dominica, Dominican Republic, Grenada, Guyana, Jamaica, Montserrat, St Lucia, Saint Kitts and Nevis, Saint Vincent and the Grenadines, Suriname; attended the Workshop. This is a group of highly committed public and private sector representatives that are championing the CGF in their respective countries.

Training Objectives:

– To further build a collective view of the role of the CGF Focal Points and the Representatives of the Private Sector in the implementation of the CGF Action Plans;

– To share international good practices on techniques used in similar initiatives;

– To acquire the needed techniques to deliver policy and to monitor policy implementation;

– To further a constructive engagement between governments and private sector and civil society to address growth challenges.

The training sessions combined presentations with group work and focused on:

– The concepts and tools of policy delivery, to enable the identification of delivery indicators for the CGF monitoring dashboards, and creating the conditions for the measurement and monitoring of key reforms outcomes (from output to outcomes).

– The concepts and tools of social accountability and participatory governance, to equip the participants to perform evidence-based monitoring of the reforms outcomes, and to self-assess the CGF process.

The technical training sessions were complemented by case studies and a book launch which spoke to the experience of the creation of the Suriname National Competitiveness Council and the experience of the reform of the public administration in Panama; and also offered the opportunity to launch a new publication on the Caribbean economies by the IDB Regional Economic Adviser for the Caribbean. The panelists were representatives of the IMF for the ECCU countries, Wayne Mitchell, and by WB Senior Country Officer Alessandro Legrottaglie.

Results and Next Steps:

– Through group exercises, participants identified areas for South-South collaboration in the implementation of key reforms. The peer to peer exercise was very useful to identify common challenges and solutions. The South-South exchanges will be organized by the CGF country teams with the facilitation and support of the CGF partners and their technical specialists.

– The Workshop also helped to consolidate the OECS Business Council role in the CGF, with the formation of a sub-regional CGF Observatory led by the OECS Business Council. The CGF OECS Observatory will commence focusing on the monitoring of a few delivery indicators of the key reforms in the Action Plans. A delivery dashboard will be developed and published online.

– The workshop also helped the CGF countries that are delayed in their accountability exercise to understand better and directly from their peers the mechanics and value of the accountability workshops. Representatives from Suriname, Belize and The Bahamas will be invited to the next Accountability Workshop in Dominica.

– The Workshop provided a good opportunity for the partners in Guyana, Barbados, Montserrat and Anguilla (the latter two participation was funded by CDB) to participate in a regional event and gain a better understanding of the CGF process, with the view to starting their national chapters.

– The stakeholders also provided feedback on last year’s regional event with the intention of preparing the next regional event where the Governments will present their implementation results, the Private Sector their independent monitoring and feedback, and all stakeholders will discuss new areas of priority reforms for growth. Initially, participants confirmed the need to address energy regulation, costs and efficiency, as well as the need to keep using the CGF structure and mechanic to accelerate reforms, and finally to start monitoring the implemented reforms on the basis of key delivery indicators.
